Org. Setting and Reporting

This position is within the International Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM) located in Geneva, Switzerland. The Finance & Budget Officer will liaise with the central administration on all budget and financial related matters and will report to the Senior Administrative Officer.

Responsibilities

Within delegated authority, the Finance & Budget Officer will be responsible for the following duties:

-Reviews, analyses and finalizes the preparation of cost plans and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized inter-governmental bodies. Responds to observations of the internal and external auditors which relate to the preparation of financial statements as well as other accounting and financial matters.

-Provides substantive support to relevant programme managers on the preparation of budget proposals and financial statements, and on policies regarding accounting, financial controls and risk management

-Ensures legislative mandates are accurately translated into programme budgets.

-Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements including programmatic aspects.

-Provides support to managers with respect to the elaboration of both the programmatic and resource requirements for budget submissions.

-Provides substantive support to the mechanism in the budget review; assists in securing approval from ACABQ and the General Assembly. Prepares background information for the budget team and written responses to questions received from those two bodies.

-Issues and approves allotments, including redeployment of funds when necessary, ensuring funds availability and appropriate expenditures.

-Monitors budget implementation and determines/recommends reallocation of funds when necessary.

-Monitors expenditures to ensure that they remain within authorized levels.

-Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.

-Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

-Prepares relevant documentation with respect to budget performance submissions.

-Reviews and makes appropriate recommendations with respect to the budget performance reports, analysing variances between approved budgets and actual expenditures.

-Provides substantive support to intergovernmental and legislative bodies.

-Acts as approver of all financial transactions in Umoja and certifying officer to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.

-Drafts reports for management and keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to financial and budgetary issues, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;

-Monitors and supervises the work of subordinate staff as required (usually in the field);

-Performs other related duties, as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience in coordinating the preparation of budget proposals is desirable. Experience in working with trust funds is desirable. Experience in the use of the finance module of an ERP application, such as SAP, preferably within the UN Common System, is desirable. Experience in preparing financial reports to various donors is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of Arabic is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
