Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

Background

UN Environment’s Economy Division works with international and nongovernmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. Located within UN Environment’s Economy Division, the Resources and Market Branch (RMB) seeks to conserve the environment, reduce poverty, and promote sustainable development by enhancing the capacity of governments, businesses, and civil society to integrate environmental considerations into economic, trade, and financial policies and practices in accordance with integrated policy-making approaches of sustainable development. Over the past years, the focus of the RMB has been UN Environment’s work related to an Inclusive Green Economy.

This recruitment is for two internship positions within RMB’s Economic and Fiscal Policy Unit. Please indicate in your application cover letter which position you would like to be considered for, or if you would like to be considered for both positions. Please also indicate your availability.

Tasks

Position #1, from 1 August 2019 to 31 October 2019 (or 31 January 2020 if 6 months), will be linked to the following streams of UN Environment’s Green Economy work:

- Green fiscal policy (environmental taxes, environmentally harmful subsidies)

- Public finance for green economy

- Fiscal policy for pollution reduction and health

This area of work explores the role of fiscal policy as an instrument to achieve the Sustainable Development Goals (SDGs) and implement the Nationally Determined Contributions (NDCs) to the Paris Climate Agreement. It supports global efforts on green fiscal policy reforms and advises countries on how fiscal policies can support the inclusive green economy and delivery of the SDGs across different sectors and thematic areas from climate change, water, energy and extractives, to chemicals, agriculture and fisheries among others. It also includes the work of the Green Fiscal Policy Network (GFPN) - a joint partnership established by UN Environment, the German Development Agency (GIZ) and the International Monetary Fund (IMF) which aims to facilitate knowledge sharing and dialogue on green fiscal policies.

Position #1 will entail assisting with the following tasks:

- Prepare concept notes and briefing notes in the area of green fiscal policy;

- Carry out background research to support the development of new project proposals on green fiscal policies;

- Assist with the overall implementation and dissemination of fiscal policy studies, including support to the review, production and dissemination of studies and updating inventories of fiscal knowledge products;

- Supporting the Green Fiscal Policy Network: this includes updating the Network website with relevant news items and recent research of interest to the Network partners and virtual community; updating the Network’s contact database, developing country profiles on green fiscal policies and supporting the preparation and dissemination of communication materials and blogs through the Network website;

- Prepare communication materials and support outreach activities on fiscal policy and green finance, update a global events calendar, and assist with the organization of workshops, events and conferences in the area of green fiscal policies;

- Support the monitoring and planning of the work of the team, including updating the progress of the fiscal work stream based on inputs from colleagues; and

- Support the team with other activities as requested.

Position #2, from 15 September 2019 – 15 February 2020, will be linked to the following streams of UN Environment’s Green Economy work:

- Sustainable Infrastructure and its role in supporting the SDGs

- Green Economy Policy Review: assessing the impacts of Green Economy policies at the country level; and,

- Activities of the Partnership for Action on Green Economy (PAGE)

Position #2 will entail assisting with the following tasks:

- Preparing concept notes and short briefings in the above-mentioned areas;

- Carrying out background research, including data collection and draft inputs to support the development working papers and studies related to the Green Economy Policy Review, PAGE China activities on industrial parks, and the work stream on sustainable infrastructure;

- Reviewing and commenting on research products and supporting their publication;

- Assisting with the implementation of research projects and country-level implementation of the above-mentioned projects, including outreach to and coordination with national partners and governments;

- Preparing communication material and supporting outreach activities;

- Organizing and planning for workshops and round tables related to the above-mentioned areas; and,

- Supporting other activities as requested.

The candidates should have strong analytical skills, and a sound knowledge of the nexus of environmental issues and economics. Previous work experience in the area of green economy, climate change, or environmental economics would be a valuable asset. Excellent research, communication and writing skills in English, as well as a high degree of motivation and self-organization are required. For both positions, good writing and reading skills in another UN language are an advantage.

The Resources and Markets Branch Economic and Fiscal Policy Unit internships are for 3-6 months (with a possibility for extension depending on the needs of the Organization)

The Internship is UNPAID and full-time.

Interns work five days per week (40 hours) under the supervision of a staff member in the department or office to which they are assigned.

Responsibilities

Daily responsibilities will depend on the individual's background; the intern's assigned office as well as the internship period.

Under the Supervision of the Programme Manager the intern will:

Education

Applicants must at the time of application meet one of the following requirements:

a. Be enrolled in a graduate school programme (second university degree or equivalent, or higher);

b. Be enrolled in the final academic year of a first university degree program (minimum Bachelor's level or equivalent);

c. Have graduated with a university degree and, if selected, must commence the internship within a one-year period of graduation.

Be computer literate in standard software applications.

Have demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter;

Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

Work Experience

Applicants are not required to have professional work experience for participation in the programme.

Languages

English and French are the working languages of the United Nations Secretariat. For this internship, fluency in oral and written English is required. Knowledge of another UN Language is desirable.
